    Research Assistant Professor in the Graduate School of Social Work. Conducted a study of how to measure behavioral change and social change under a government grant and also taught Masters of Social Work students courses in administration. Developed the Goal Attainment Scaling Technique for measuring behavioral change objectives for social work cases.

    Assistant to the Dean, College of Business, prepared a long-range plan for the business school and prepared the documentation for the accreditation organizations. Both for the undergraduate and the MBA business programs. Started and built the Utah Enterprise Institute, a highly successful executive seminar program for the University of Utah College of Business with Dr. George S. Odiorne. Taught classes in economics in the College of Social Sciences, taught classes in Educational Psychology, and taught classes in the College of Business at different periods from 1967 until 1976. Received several best teacher awards.

    Federal Home Loan Bank Board, Washington, D. C., USA
    Director of Planning, prepared the first long-range plan for the Bank Board. Assisted in the preparation of the budget submission to the US Congress. Director of Training and Assistant Director of Training before becoming the Planning Director within the largest unit, the Office of Examinations.

    Responsible for training 650 examiners of financial institutions, coordinating the training and organizational development through twelve regional training directors (each at GS-13 or 14). Entered as GS-11, rose to fulfilling a GS-15 position, youngest in US Civil Service at the time, holding these levels of responsibility.

    1970 - 1971

    Richard T. Pratt Associates
    Started the company from scratch for Dr. Pratt who became Chairman of the Federal Home Loan Bank Board during the Reagan Administration. Engaged by Dr. Pratt during his term as a consultant for the FHLBB. Served financial institutions with financial analysis and advice in housing finance.
    Designed and produced computer software for analyzing financial instruments. Conducted studies in housing finance for the US Agency for International Development in several third world countries.

    Built a profitable, multimillion dollar revenue business which is still in operation.

    Began as GS-2 in the mail room working the graveyard shift, picking up the mail at the train station and opening the mail at the Western Service Center.
